Less is important when it comes to outbound links in your website. Outbound links are links that is not within your site. Like in this site, if I put a link on my sidebar about Slingbox, it is counted as one outbound link. The optimum number of outbound link in a homepage is 50 at max. Blog rolls and banners on the sides are counted too.
The best way to minimize your outbound links is to look first how much outbound links you have. From there, you will know where the bulk of your outbound link is coming from.
